The incident comes amid a nationwide immigration crackdown ordered by Donald Trump.
Hundreds of ICE agents were deployed to several cities, including Minneapolis.
Mayor Jacob Frey criticized the operation.
He said the agents were “ripping families apart” and creating chaos.
Victim Identified
The woman killed was 37-year-old Renee Nicole Good.
She was a US citizen and a mother of three children.
The shooting happened on a snow-covered street.
An ICE vehicle was reportedly stuck nearby at the time.
Conflicting Accounts
Homeland Security Secretary Kristi Noem said officers faced harassment.
She alleged Good tried to run over an officer with her car.
Trump defended the agent on Truth Social.
“It is a horrible thing to watch.”
“The woman driving the car was very disorderly, obstructing and resisting.”
“She then violently, wilfully, and viciously ran over the ICE Officer.”
He said the officer acted in self-defense.
However, Minneapolis police chief Brian O’Hara offered a different account.
He said the vehicle was blocking the road and drove off as officers approached.

Family And Witnesses Speak
Good’s mother, Donna Ganger, spoke to the Minnesota Star Tribune.
“She was extremely compassionate.”
“Renee’s taken care of people all her life.”
“She was loving, forgiving and affectionate.”
“She was an amazing human being.”
Eyewitness Emily Heller described the moment to CNN.
“An ICE agent stepped in front of her vehicle and said, ‘Stop!’”
“Then, point blank, shot her through her windshield in the face.”
The car later crashed into a parked vehicle.
The FBI will investigate, while ICE operations will continue.
